Compare the fitted support and outer construction
A paperboard fitment and an assessed foam profile create different contact surfaces and removal arrangements. Specify their dimensions against the usable cavity of the chosen carton or rigid box. Keep the bottle finish, cap and pump clearance visible in the brief. Any decorative outer wrap or foil treatment is a separate approval from the insert fit.

Should foam surround the whole perfume bottle?
Not automatically. Review support and removal together. The contact profile should follow the agreed bottle and packaging brief, with material suitability checked on samples.
